Mr Jermaine Loy
Managing Director
Singapore Economic Development Board
Mr Jermaine Loy was appointed Managing Director-Designate of the Singapore Economic Development Board (EDB) on 1 January 2025 and took over as Managing Director of EDB on 1 March 2025.
Before joining the EDB, Jermaine served in the Prime Minister’s Office (PMO) from April 2021 to December 2024 as the Principal Private Secretary to then-Prime Minister and current Senior Minister Mr Lee Hsien Loong.
Prior to that, he worked on various portfolios across the Singapore Public Service, including on planning Singapore’s land-use needs at the Ministry of National Development, on healthcare financing and subsidy policies at the Ministry of Health, as well as on international trade policy at the Ministry of Trade and Industry. Jermaine currently sits on the Board of the Maritime and Port Authority of Singapore.
Jermaine is a Sloan Fellow and has an MBA from the MIT Sloan School of Management. He is also an alumnus of the Technical University of Munich, where he received his master’s degree in electrical engineering.

Ms Ho Weng Si
Executive Vice President & Member of the Executive Committee
Singapore Economic Development Board
Ms Ho Weng Si is an Executive Vice President at the Singapore Economic Development Board (EDB). She oversees the Services and Global Enterprises groups in EDB, as well as the DesignSingapore Council. Industry sectors under her purview include Consumer, Professional Services, Logistics and Supply Chain Management. She also oversees the Hub Strategy group, which drives strategies to strengthen Singapore as a global business hub.
Prior to her current appointment, Weng Si was Senior Vice President, Industry Manpower Development. In this role, she led manpower planning, policies and strategies, and oversaw the implementation of workforce development programmes to ensure a strong talent pipeline for Singapore’s key industries.
Weng Si previously served as Director, Successful Ageing in the Ageing Planning Office at the Ministry of Health. There, she led teams that worked with multiple stakeholders to define, plan and execute national strategies to harness the potential of Singapore’s ageing population, under the Action Plan for Successful Ageing and AgeWell SG.
Weng Si started her career in EDB in the Biomedical Sciences division, before becoming Centre Director of EDB’s New York office, where she led EDB’s engagements of Technology, Media, Healthcare and Engineering companies across the Eastern United States. She also served as Director, Healthcare at EDB, overseeing the development of the Healthcare industry in Singapore across established sub-sectors like Pharmaceuticals and Medical Technology, as well as emergent areas like Digital Health.
Weng Si has a BSc in Biomedical Engineering with a minor in Economics from Columbia University, and MSc in Engineering Sciences from Harvard University. She has an Executive MBA from INSEAD.
Ms Dawn Lim
Executive Director
DesignSingapore Council
As Executive Director of DesignSingapore Council (Dsg), Ms Dawn Lim sets the vision and strategy for Singapore’s national agency for design.
Since taking over the reins in 2022, she has positioned Singapore Design for the future – focusing on design’s role in shaping emerging technology, sustainability and systems of care. She also oversaw the relaunch of Singapore Design Week held every September and the debut of Dsg’s global showcase, Future Impact, at Milan Design Week 2023 and again in 2024. She is also the Co-Commissioner of the Singapore Pavilion at the Venice Biennale Architecture and leads Singapore’s highest design accolade – the President*s Design Award.
She has two decades of experience in public and private sector trade agreements, policymaking, partnership development and industrial strategy in Asia and Europe. She honed her business and commercial acumen in the shipping industry at PSA Corporation, and put that to good use subsequently at the Singapore Economic Development Board attracting the world’s top companies to invest in the country to drive economic growth.
She holds a Bachelor of Science in International Relations from Georgetown University and a Master of Science from the Stanford Graduate School of Business. Dawn has presented on the power of design across international platforms such as the UNESCO Creative Cities Network, SXSW, ChangeNow Summit, Intercorp Festival of Innovation, Singapore Design Week, as well as with partners like JLL, Stagwell, Deloitte Centre for the Edge, WGSN. She is a UK Design Ambassador, advisory member to the Seoul Design Award and has been invited as a jury member on a wide range of design platforms.
Mr John Churchill
Chief Technology Officer
Dyson
As Chief Technology Officer, Mr John Churchill is responsible for leading Dyson’s global engineering efforts in problem-solving, and pioneering a new generation of Dyson technologies.
Prior to his current role, John served as Vice-President for Floorcare and Robotics, where he drove the innovation and development of new cord-free and robotic floorcare machines. He also led the transformation of Dyson’s cord-free product category from concept to mass production across Dyson’s research, design and development sites in the United Kingdom and Malaysia.
John brings with him over 20 years of experience at Dyson. He joined as a Graduate Design Engineer in 2001, and has helmed key projects such as the Dyson Airblade™ hand dryer and the second generation of handheld products. Since then, he has played an integral role in the development of over 50 products and technologies spanning different technologies and categories including floorcare, environmental care, professional, and robotics.
In 2012, he relocated to Southeast Asia, assuming the role of Design Director. He was then responsible for scaling Dyson’s technologies and bringing together all elements of the product development process – ranging from manufacturing, New Product Development, New Product Innovation, through to championing new technologies within Dyson teams.
John graduated with a BSc in Industrial Design from Brunel University in 2001. Today, he is hugely passionate about collaboration, and inspiring the next generations of design engineers. As a father of two young children, John enjoys making cardboard models with his two young children and training for triathlons over the weekend. He is proud to call Singapore his home for the last decade.
Dr Emi Kiyota

Founder of Ibasho
Dr Emi Kiyota is an environmental gerontologist, consultant and organisational culture change specialist; with more than 20 years of experience in designing and implementing person-centred care practice in long-term care facilities and hospitals globally. Her contributions include a vast array of national and international initiatives focused on quality improvement in the built environment for long-term care and ageing services; where Emi holds great concern for the needs of elders in low-middle income countries.
In 2010, she founded charitable organisation Ibasho, dedicated to co-creating socially integrated, sustainable communities that value their elders, embodying in the Japanese concept of a place where one feels at home being oneself. Her current focus is on creating socially integrated and resilient cities where elders are engaged and able to actively participate in their communities.
She has published journal articles and book chapters in Germany, Japan, Switzerland and the United States; and has done pre-design programming including for senior housing and addiction treatment centres.
Emi holds a PhD. in architecture from the University of Wisconsin-Milwaukee, a Master of Architecture and Master of Science in Horticulture Therapy from Kansas State University. She has received fellowships including the Loeb Fellowship at the Graduate School of Design at Harvard University, the Rockefeller Bellagio Residency Fellowship and the Atlantic Fellowship for Equity in Brain Health at the Global Brain Health Institute at University of California, San Francisco.
Emi is currently based in Singapore and incorporating Ibasho into the Health District@Queenstown. The pilot programme aims to design an age-friendly community by creating integrated solutions to enhance the health and well-being of residents across their life stages.
Ms Debra Langley

Ms Debra Langley is a Partner at CAPTIS, a UK-based investment and advisory platform focused on commerce, fashion, sports, and lifestyle. Previously, she served as a Venture Partner with Lyra Ventures, which invests in B2B solutions transforming the fashion/retail industry. She is also a Senior Advisor to LABEL Ventures, a global platform dedicated to developing high-potential premium fashion and water brands.
In her advisory role, Debra supports both early-stage and established enterprises, particularly pioneering tech ventures that are reshaping fashion and popular culture. She is a Board Member for WRAP, a US non-profit ensuring social compliance in apparel manufacturing, and she also contributes to the National Retail Federation (NRF) as a member of the US Innovation Advisory Committee and the NRF APAC Advisory Board.
Debra has a proven track record with businesses of various sizes. She served as President of DKNY JEANS International, overseeing operations in all non-US markets, and was President APAC for Borderlinx, a global e-commerce enabler. Earlier in her career, she co-founded an online health and wellness platform with philanthropist Michael Milken and held a business development role for the Hearst Corporation’s international division.
Debra is a US and New Zealand citizen and a Permanent Resident of Singapore.
Ms Lim Sze Ling
Chief Executive Officer of ServiceSG and Senior Director of Transformation Lab
Public Service Division
Ms Lim Sze Ling holds concurrent appointments as the CEO of ServiceSG and Senior Director of Transformation Lab (T-Lab) at the Public Service Division (PSD). ServiceSG drives a citizen-centric approach to service delivery by operating an omni-channel network of ServiceSG Centres, contact centre and a digital platform, LifeSG. ServiceSG is also responsible to manage and uplift overall service standards and service delivery capabilities across the Public Service to improve citizens’ experience of government services. Newly established on 1 Nov 2025 as a key enabler for Public Sector Transformation (PST) efforts, T-Lab is a consultancy team that deploys human-centred design and organisational development expertise to tackle complex challenges across government.
Sze Ling started her career in the Singapore Economic Development Board (EDB) and has a decade of international customer engagement experience, especially in healthcare industry development and investment promotion. She subsequently shifted her focus internally as Organization Development (OD) consultant and worked with leaders of both the EDB and the Municipal Service Office (MSO) in driving transformation efforts to become more effective organizations for its people, customers and stakeholders. Prior to her current appointment, as SVP of EDB’s Customer Experience and Marketing, she led transformation efforts in the areas of business model innovation, digital marketing, tech and service experience.
Sze Ling graduated with a Masters in Pharmacy from King’s College London. She is a trained OD practitioner with certificates from NTL and iGOLD.
Mr Chintan Raveshia
Cities Business Leader (Southeast Asia), Markets and Clients Leader (Singapore) & Head of Centre for Climate Action in Cities
Arup
Mr Chintan Raveshia is a Director and the Southeast Asia lead for the Cities business in Arup, a global planning, design and engineering consultancy. He also heads Arup’s Centre for Climate Action in Cities based out of Singapore.
An architect and urban designer, he has worked with governments to shape and implement national, regional and precinct-level urban planning and design strategies and deepened his local understanding and knowledge across many geographies. In over 20 years, he collaborated on and led some of the most iconic projects around the world including Indonesia’s new capital city, Smart Urban Habitat Masterplan in Singapore, London’s Stratford City, and Dongtan – world’s first eco city, in China. Passionate about climate action, Chintan is undertaking research and work that galvanises the built environment against climate risks while exploring opportunities in food resilience, regenerative design, and active mobility.
He is also a World Cities Summit Young Leader alumnus, a visiting lecturer at the National University of Singapore, and leads Arup Singapore’s Markets & Clients strategy.
Ar. Seah Chee Huang

Ar. Seah Chee Huang believes in purposeful design that fosters synergy, creates positive impact, and brings delight to everyday life. His notable projects include pioneering integrated community, sports and lifestyle hubs such as the Singapore Sports Hub, Our Tampines Hub and Bukit Canberra, that redefines civic architecture as catalytic platforms for social connection and collective identity.
Chee Huang recently led the architectural team for the design of the Singapore Pavilion at Expo 2025 Osaka, showcasing Singapore’s vision, culture and innovation on the global stage. He is currently leading the rejuvenation of Golden Mile Complex, a landmark of Singapore’s modern heritage.
As CEO of DP Architects, Chee Huang anchors design leadership in achieving better-than-sustainable outcomes, advancing environmental stewardship while generating enduring social value. He champions corporate social responsibility through initiatives such as Heartware Network’s COLAB workplace and a series of inclusive Goodlife Studios for seniors, including Goodlife Makan, which received the President’s Design Award.
A committed advocate for the profession, he served as a member of the Board of Architects and has been part of Singapore Institute of Architects for 20 years–serving as President between 2018–2020 and advancing the Industry Transformation Map. Passionate about design education, Chee Huang spearheaded the National Design Project initiative with the Design Education Advisory Committee. He continues to actively shape built environment discourse through publications, forums and sits on numerous design and institutional advisory panels.

Ar. Melvin H J Tan is the Immediate Past President of the Singapore Institute of Architects, serving his third term since 2022 and the Joint Managing Director and Founder of LAUD Architects Pte Ltd, a Singapore-based practice established in 2004.
LAUD Architects is a design-centric boutique practice, recognised at the SIA Design Awards, HDB Design Awards, Finalists in World Architecture Festival and most notably President Design Awards for their projects, Sparkletots by PCF (2020) and DECK (2015).
In 2017, the Urban Redevelopment Authority of Singapore chose Melvin as one of the “20-under-45” recipients, selecting him as one of twenty prominent architects under the age of 45.
He has served on design advisory panels for HDB and URA as well as juries, notably, as World Architecture Festival Judge in 2014, 2023 and for 2025. He currently sits on the Board of Architects in his capacity as SIA’s Immediate Past President.
Melvin is married and father of two teenage daughters and serves as board member of Methodist Girls School and is the Chairperson of his church board.
His myriad of interests including both digital and analogue photography, playing the acoustic guitar and bass in his church worship band. He is a self-professed petrolhead who accepts that the push for sustainability would mean the impending doom of the internal combustion engine.
Ms Teoh Zsin Woon

Ms Teoh Zsin Woon is the Permanent Secretary in the Ministry of Culture, Community and Youth in Singapore.
Prior to her current role, she was Permanent Secretary (Development) in Public Service Division (PSD) and Permanent Secretary (Development) in the Ministry of National Development.
In PSD, Zsin Woon drives public sector transformation, workforce development and HR policies and systems across the Public Service. She also drives the integration of public services to serve citizens better, through an omni-channel system.
During her stint in the Ministry of National Development, Zsin Woon oversees efforts to promote housing accessibility and affordability, the rejuvenation and upgrading of public housing estates, delivery of municipal issues and international cooperation.
Zsin Woon has also done previous postings in the Ministry of the Environment, Ministry of Defence, Ministry of Manpower, Workforce Development Agency, People’s Association, Ministry of Health and Ministry of National Development.
Mr Chooake Wongwattanasilpa

Mr Chooake Wongwattanasilpa is currently the Chief Experience Officer at Bank of Singapore. He leads the Client Experience (CX) and Design team and is responsible for creating a better Private Banking experience by integrating CX and Employee Experience (EX) at the centre of our key client journeys. CX and EX have become the driving force for any businesses who aspire to create a unique, sustainable competitive advantage.
Chooake has 20+ years of design experience in institutions such as DBS Bank, where he was the first Chief Design Officer who led the Group Design in elevating the overall banking experience. Prior to that, he led PayPal’s Design team in APAC and was in charge of expanding payments for the Asia-Pacific market and also led the Global PayPal Checkout at their Headquarter. He also worked for Motorola, where he led the multimedia application team that designed the early iTunes App; as well as Morningstar, where he created digital equity reports and early stage of financial applications.
His work experience spanned across locations different markets such as US, Japan and Singapore. In addition to driving the CX strategy across both digital and physical touchpoints, he also shaped employee experience to further enhance external customer experience.
Chooake holds a Master of Fine Art, Visual Communication from the School of the Art Institute of Chicago.
